The wastewater facility was approved to supply up to 100,000 GPD of capacity to be built in two phases of 50,000 GPD each and was built to serve Knowlton’s commercial/industrial development zone which was experiencing failing septic systems at the pre-existing truck stop and adjacent food service businesses. Knowlton Township’s resolution of approval stated, continued reliance on individual on-site wastewater systems poses a grave danger of contamination to the ground and surface waters of the Township and the abutting Delaware River. The continued use of septic systems was inadequate for the associated industrial uses which were flourishing at this busy transportation hub. The Township resolution continued, Whereas, there is currently a lack of available funding from state and federal sources for wastewater treatment planning, and construction, the Township therefore has sought an innovative approach to addressing this issue without incurring public debt or utilizing tax monies, through the New Jersey Wastewater Treatment Privatization Act N.J.S.A 58:27-1.
