To What Extent Can Everyone in My Community Afford Utility Services?

Poverty rate of the service area (system-level)

At the system level, this metric shows the poverty rate of the system's service area. It is calculated as 1) the estimated number of individuals in the service area who are living in poverty (defined by the Census Bureau as belonging to a household with total household income falling below the Federal poverty level), divided by 2) the total population of the service area for whom poverty status could be determined. The two quantities are computed by summing these variables over all census tracts and partial tracts contained in the service area.

These demographic data can be helpful to understand disparities between service areas, in terms of affordability, revenue resiliency and needs for external funding.
