Welcome to Jersey WaterCheck’s evaluation center — the Benchmark Hub.

The Benchmark Hub helps utility managers and state leaders dive into the factors that contribute to the need for water infrastructure investment. Here you will find the details, measures, reports, results, and data that we’ve gathered for every water and wastewater system in the state.

What is the Condition of My System?

Full-time equivalent per 1000 service connections (system-level)

This measure is a regulatory requirement.

At the system level, this metric shows the number of employees per 1000 customers (residential, commercial, industrial, etc.) for the public community water system (system). This was calculated using information on full-time equivalent employees (from the Capital Improvement Project data submitted to NJDEP under the Water Quality Accountability Act, WQAA), divided by the thousands of customers (service connections) for the system as reported to NJDEP.

Note: Staffing levels can vary based on the type of system assets (e.g., treatment plants, reservoirs, wells, distribution systems), system size (with large utilities having economies of scale), and situations where multiple systems under common ownership are managed by shared staff. For utilities that operate multiple small drinking water systems, day-to-day management can be partly automated, with multiple staff members available but none explicitly assigned to a given utility. Where possible, estimates have been made based on staff time devoted to each utility. For a more detailed overview of the WQAA, click here.
